Dr. Siamak Goudarzi resigns from the Iranian judiciary on moral grounds — refusing to serve a system that used law as a weapon against the people it was meant to protect. His father, Judge Mahmoud Goudarzi, later dies during Iran’s 2009 Green Movement.

After leaving Iran in 2018 following the return of snapback sanctions, Dr. Goudarzi returned to international legal practice. As ICC-listed counsel and former Managing Partner of Leonard Solicitors, he continued advising on complex cross-border commercial and maritime disputes — including cases involving Iranian jurisdiction. The experience of fighting IRGC-connected parties in court, and winning, deepened his understanding of exactly what structural reform Iran’s legal system will require.
Recognising that artificial intelligence would reshape every legal, ethical, and economic framework he had spent his career building, Dr. Goudarzi pivoted to become one of Europe’s earliest focused voices on AI ethics and governance. He founded I Review AI as a platform for public AI ethics education and accountability — and began the research and writing that would become his first published books on AI identity, intelligence, and human dignity.
Dr. Goudarzi published Awakening Intelligence and Who Owns Intelligence? — two books examining what artificial intelligence means for human identity, rights, and dignity. He filed a USPTO patent in AI legal identity. He was appointed to the ICC Commission on Arbitration and ADR. He appeared as keynote speaker at international conferences on AI governance, ethics, and the EU AI Act — building a recognised voice across Europe and beyond. The Guardian Economy white paper followed, examining AI’s structural economic implications.
Dr. Goudarzi founded Nexter AI Group, an AI ethics advisory and agency serving businesses, governments, and institutions navigating the EU AI Act. He developed the V.I.B.E.S. framework (Value, Intuition, Benefits, Efficiency, Support) and CLEAR TRUST — proprietary AI governance frameworks deployed with clients across Europe. A third book, AI & Dignity: Rethinking Right and Wrong in the Age of AI, entered final preparation. Seven years after leaving Iran, the skills being built had a clear destination.

Dr. Siamak Goudarzi served as a judge in Iran’s judiciary before resigning in 2001 on moral grounds. He completed a PhD in International Business Law at the University of Portsmouth, built an international legal practice, and founded Open Iran Group in 2015 — living inside Iran from 2014 to 2018 as he built it.
